Colbeck & Clarke, your Pangea partner in Canada, is pleased to share below information regarding upcoming changes to the eManifest system in Canada, for which the Grace Period Ends January 31st, 2022.
What is eManifest?
eManifest is a term used to describe the advance, electronic conveyance of freight information to customs officials prior to a shipment arriving in Canada.
Who is responsible for filing the eManifest?
Colbeck & Clarke (the freight forwarder) is responsible for submitting this information to the Canada Border Services Agency (CBSA) in advance of the shipment’s departure from origin.
What is the role/responsibility of our global partners?
As we all know, accurate information is critical for all supply chain partners. All pre-alerts should be fully reviewed prior to sending to us to ensure the information is true and accurate. The information contained in all shipping documents must not only be true and accurate, it must also be consistent across all documents. In other words, description of
goods, weights and quantities must be the same across all documents and bill of lading. A clear and accurate description of the goods must also be provided. Customs will no longer accept vague descriptions for commodities.
What are the consequences for not filing or improper filing of the eManifest?
Effective January 31st 2022, the CBSA will be enforcing eManifest rules and monetary penalties will be assessed for non-compliance. Fines range from CAD $250 to CAD $8,000 per offence.
Should our overseas partner fail to provide accurate paperwork for the shipment, prior to shipment departure, under certain circumstances they may be held accountable for the penalty assessed.
