New mandatory regulations for custom clearance system in Egypt, shared by EARTH LINK

Your Pangea Partner in Egypt, EARTH LINK, is pleased to share below information and instructions on the new mandatory customs procedure, Advanced Cargo Information System (ACI).

Pls be aware of below steps that must be followed for any shipment forwarded to Egypt :

  • The foreign freight forwarder is requested to register on Cargo X
  • The carrier will request Master ACID to complete booking
  • The Egyptian freight forwarder will request Master ACID via Nafeza
  • The foreign freight forwarder should show the MASTER ACID on MBL

New ECA instructions concerning Back2Back shipments

According to the new instructions issued by ECA concerning Back2Back single consignee consolidation, carriers are kindly requested to accept either of the following two options:

  1. Finalize the booking of the master BOL based on a valid MBL ACID
  2. Finalize the booking of the master BOL based on a valid importer/exporter ACID

Both options can be used by carriers to handle Back2Back shipments as long as the carrier verified the ACID according to the procedures outlined.

The responsibility of Importer

The importer who is willing to import a shipment from any foreign country should do the following :

  • Register on Nafeza with username and password after fill out all data required
  • Request ACID number after filling all shipment data required
  • After getting acceptance, the importer should send the ACID for exporter to show on all shipment documents

The responsibility of Exporter

  • To register his data on CARGO X which is related to Nafeza for foreign companies
  • After registering, the exporter will get the key and that will validate services (sending –receiving docs on CARGO X) for importer and custom authority
  • After the importer got the ACID, he will send to exporter to show the ACID number for all documents of shipment (HBL, packing list, invoice ,and C/O)
  • Finally, the exporter should send all original documents showing ACID number to the importer via Cargo X

The responsibility of Freight Forwarder

  • To request booking from Carrier after having ACID for shipment from the exporter, no booking will be done without ACID
  • The origin freight forwarder is requested to show on MBL his name and TAX ID (as shipper ) & Egyptian freight forwarder name and TAX ID (as consignee)
  • To show ACID on MBL is a must and to make sure that it has been written obviously on all docs of the shipment

For Consolidation

  • The foreign freight forwarder is requested to show all ACID numbers per each HBL and to show all documents of whole shipment.
  • While the Egyptian freight forwarder is requested to issue new ACID for MBL as the shipment (consolidation) and this ACID will be shown on MBL, as the freight forwarder will discharge the shipment on his bonded warehouses and then it is known as NVOCC operator

The responsibility of Carrier

From a carrier perspective, three main processes are affected by ACI requirements:

  1. Booking Shipments to Egypt.
  2. Shipping Consolidated Cargo.
  3. Presenting Manifest(s) to Egyptian Customs Authority through Nafeza
