Australia Quarantine fees increase 1 December, information from FJT LOGISTICS 0(Australia)

The quarantine department has redesigned its cost recovery arrangements with new fees and levies coming into effect on 1 December 2015. This fact sheet has been developed to provide an overview of the key changes to charges relating to import declarations. This document may be read in conjunction with the department’s Charging Guidelines and the Biosecurity Cost Recovery Implementation Statement (CRIS).

Key changes

Full import declaration (FID) levy Importers will be charged $33 for air import declarations and $42 for sea. The container levies have been removed.

If a consignment is transferred to the department’s Import Management System (AIMS), clients will no longer be charged the electronic lodgement fee.

Fee for service

A standard fee of $30 per 15 minutes will apply for all activities performed in-office. A standard fee of $50 per 15 minutes will be applied to all activities performed out-of-office.

The department expects most AIMS entries will only require a 15 minute assessment. There is no longer a fee if the department requires additional information to process a consignment, but if an assessment takes longer than 15 minutes, it will be charged at $30 for each additional 15 minutes. Dual biosecurity and imported food entries are an example of an entry that is likely to take longer than 15 minutes.

Time based fees will apply to low value imports that are upgraded to AIMS for assessment. These consignments are lodged on the ICS as self-assessed clearance (SAC) lodgements or as informal clearance assessments. These consignments include goods such as unaccompanied personal effects (UPEs) and goods purchased online valued under $1 000. A fee of $30 per 15 minutes will be charged and includes the time taken by an officer to manually upgrade the SAC lodgement to AIMS or to create a manual consignment entry in AIMS and assess the documents.

Overtime

Overtime changes have been standardised for activities undertaken outside of the department’s standard span of hours, which are weekdays between 6:30am and 6:30pm, where the activity is delivered. All activities undertaken outside of the department’s standard span of hours will incur the relevant fee for service charge in addition to overtime charges (see table 3).
